This position will lead the ongoing development, administration, and operational stewardship of the City's Salesforce application to manage its portfolios of development finance contracts and development real estate. Within an existing Salesforce instance, coordinate the process to continuously assess business processes and objectives, translate them into system requirements, and then execute on configuring and maintaining the system. Function as a bridge between department operations and technology by responding to business needs and improving application processes. Use your analytical and technology skills to help better track and manage the City's affordable housing and economic inclusion work. Job Duties and Responsibilities: Support the department's business by developing, implementing and maintaining processes to provide on-going service and support to users (internal and external) of the Salesforce application. This includes understanding business requirements, configuring additional application functionality, updating application functionality to respond to changing business needs, facilitating user testing, preparing training manuals and providing training, generating reports and dashboards using data extraction and query tools, providing help desk-type support, etc. Lead intra- and inter-departmental meetings with business stewards, data analysts, and others to understand business requirements, identify solution options, facilitate decisions, and drive implementation and follow up. Advise on best practices, and make recommendations on configuration and set-up of system, and assist in strategic decisions to help the business operate more efficiently. Develop and maintain an understanding of the business issues, trends and strategic initiatives of the Department's business lines. Develop an understanding of the City enterprise's broader application ecosystem and opportunities for integrations, data sharing, and process improvements. Perform system use and business operational and process analysis to survey and analyze the Department's business needs in order to make recommendations aimed at improving performance. Work with customers to facilitate and lead information collection and/or workflow modeling sessions including needs and requirement sessions to identify 'as is' and 'to be' processes Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs. Assess the impact of new requirements on Salesforce and on upstream and downstream applications. Implement application configuration changes and/or facilitate the work of consultants when needed Perform pre or post-implementation testing of any system or related system function or process, including the design and execution of test procedures, the interpretation of results and recommendation on use, modification or correction of the tested function or process. Create functional and business requirements, system configuration documents, operating procedures and standards manuals, user training documents, and implementation documents as necessary. Design and provide formal and informal training and design or participate in design of instructional materials and system documentation in response to user needs and system requirements. Maintain system configuration and update when necessary, and ensure that processes are running smoothly. Facilitate the governance of the application by coordinating the review of and decision making on Department staff technology and application update requests of the application. Pilot new technology, hardware, software applications and connectivity methods and propose solutions to meet business needs of users. Represent the Department for business interests on enterprise wide technology initiatives and on enterprise teams addressing technology business process improvements.Working Conditions: Office with daily computer exposureRequired Qualifications: Required EducationBachelor's Degree or equivalent.Required ExperienceThree years experience working with a department or enterprise-wide information system in a managerial decision making role.EquivalencyAn equivalent combination of education and experience closely related to the duties of the position MAY be considered.Desirable Qualifications Cultural competencyAbility to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.ResumeA resume is required and must be attached to your application.Selection ProcessThe selection process will consist of one or more of the following steps: rating of training and experience, oral examination and/or assessment (100%). If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.Background Check The City has determined that a criminal background and/or qualifications check may be necessary for this position. Union RepresentationThis position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association .Eligible ListThe names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three monts after it has been established. Knowledge, Skills and Abilities: Strong collaboration and leadership skills with the ability to drive forward a team process. Demonstrated experience with and knowledge of Salesforce administration, application development, and support. Strong understanding of Salesforce best practices and functionality. Knowledge of the application development life cycle and the Salesforce Application Exchange and its related application software products and integrations. Salesforce certification(s)/Trailhead badges are a plus. Strong analytical skills with knowledge of business process modeling, business analysis tools and techniques. Ability to define and analyze business problems and develop and help implement business process solutions. Ability to learn quickly about the Department's business lines, the City's IT environment, and the City's finance and accounting structures. Working knowledge of economic and/or affordable housing development programs and/or accounting principles are a plus. Ability to deal with multiple priorities, critically examine programs, problems and requests for service in light of the mission and priorities of the Department and citywide goals, devise solutions, make recommendations, and meet deadlines. Previous experience working in an agile environment is a plus. Strong analytical, problem solving, and troubleshooting skills. Knowledge of training principles and techniques. Excellent listening, verbal, written and interpersonal communication skills, including with users, technical experts, and Department management. Ability to facilitate meetings and good presentation skills. Customer service mindset. Strong data design and management abilities and ability to learn quickly City data query, extraction and reporting tools. Ability to identify stakeholders, scope projects, estimate costs and develop plans of action. Demonstrated ability to acquire specific knowledge of current software and its functions, modules, processes, interfaces, systems options and parameters. Experience with the public sector is a plus.
