Performs the most complex purchasing work in the acquisition of goods and services from a variety of vendors, including small, women, and minority owned businesses. Strategically sources goods and services. Identifies and implements industry best practices and participates in the NIGP Code of Ethics. Leads and manages buying and contracting projects including large scale commercial construction. Provides guidance, training, mentoring and direction to other staff members. Serves as liaison between the Procurement Division and internal and external customers. Resolves complaints from users, vendors, and the public. Leads or conducts market surveys, research, and analysis. Participates in Division programs, plans, and projects. Performs other related duties and responsibilities as required. INFORMATION REGARDING THIS POSITION:The current opening is a full time Senior Buyer position located in City Hall working for the HREEO (Human Rights and Equal Economic Opportunity) department in the Procurement Division.The City utilizes Infor's Enterprise Resource Procurement system which the Procurement Division uses for all requisitions, processing purchase orders, solicitations, and contracts. This position will provide day to day supervision to five other buyers and also, be responsible for development and execution of best value procurement. This position will work on the most complex projects in the City and will report directly to the Deputy Director of Procurement, Contract Compliance & Business Development.Weekend and evening shifts may be required at times based on the business needs such as community outreach events, vendor outreach events, and evening meetings. Primary Responsibilities:Serve as the subject matter expert on Minnesota bidding laws, applicable regulations, policies, and proceduresAlign procurement best practices while ensuring applicable federal, state and local regulations are followedCommunicate, plan, and prioritize with city department project managers on their commodity and service needsPrepare and deliver training and information sessions to both city departments, vendors and partnersBuild relationships with partners such as NCMSDC - North Central Minority Supplier Development Council, MEDA - Metropolitan Economic Development Association, AWC - Association of Women Contractors, and MAICC - Minnesota American Indian Chamber of Commerce Essential Functions are the functions that the individual holding the position must be able to perform unaided or with the assistance of a reasonable accommodation. Must possess and maintain a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license. The driver's license must have no suspensions or revocations for driving-related offenses within the two year period prior to the date of appointment. Suspensions for parking-related offenses are excluded.
